The Presentation and Assets Directorate focuses on delivering a clean and well presented,

functioning municipality. It includes all aspects of the city’s built and natural environment,

infrastructure and waste management. The Directorate is responsible for: 

Asset planning and engineering, urban and landscape design 

Constructing and maintaining roads, footpaths and drainage systems 

Development, protection and maintenance of parks and the natural environment areas under

the City’s jurisdiction 

Management of waste and recycling collection, landfill sites, transfer stations and street

cleaning 

Designing and delivering infrastructure, including Council owned buildings 

Management of significant infrastructure projects

THE UNIT:

The Works unit is responsible for the construction of new and renewal projects, and maintenance

of civil infrastructure by the City of Greater Bendigo (the City).

The Civil Construction and Maintenance program is delivered by the Works unit and supports the

construction of the City's civil infrastructure including roads, bridges, drains and footpaths. The

Works unit is key in the delivering of high quality customer focused works and services that are

efficient, innovative and responsive to community needs.

The City’s mechanical workshop, which is responsible for the repairs and maintenance of the

Depot plant and equipment, also sits within the Works unit.

POSITION OBJECTIVES: 

Undertake a range of tasks, including the inspection, programming, resource and subcontract

supervision related to infrastructure maintenance activities (usually within the road reserve),

civil construction works and associated activities.

KEY RESPONSIBILITIES & DUTIES:

Supervision 

Provide leadership, direction and encouragement to employees. 

Responsible for the performance of employees. 

Responsible for maintaining quality standards of the work performed.

Works Coordination 

In consultation with the co-ordinator, organise the supply of materials, equipment and staff and

any subcontractors to ensure the efficient progress of works. 

Liaise with other authorities to ensure programs can be delivered.

Works Administration 

Ensure that job costing for plant, labour, materials and subcontractors are correctly recorded. 

Ensure that appropriate records are maintained in a timely fashion. 

Consult with the Coordinator regarding staff performance and training requirements. 

Accountable for effectiveness, cost and timeliness of maintenance programs.

Plant Operation 

Provide on the job training to plant & equipment operators to ensure plant is operated in a

competent, safe and efficient manner. 

Ensure that employees carry out proper maintenance and servicing of plant, tools and

equipment to ensure safe and efficient operation.

Inspection and Programming 

Carry out appropriate inspections of road and associated assets and prepare works programs

within budget.

Quality and Environment 

Responsible for compliance with Quality and Environmental Management systems relevant to

the tasks performed.

Carry out other duties that are within the limits of the employee’s skill, ability, competence and

training, and the requirements of the role as may be directed from time to time by more senior

staff.

Occupational Health and Safety (OH&S) 

Responsible to ensure all employees are made aware of all occupational health and safety

policies and procedures. 

Responsible for compliance with Occupational Health and Safety regulations relevant to the

tasks performed. 

Provide a safe working environment for the community and private property whilst engaged in

work practices. 

Provide a safe work environment for self and fellow workers. 

Ensure employees are appropriately trained, and are compliant with safe work practices and

relevant regulations pertaining to plant and equipment. 

Participate and complete relevant risk assessments and other OH&S documentation as

required.

Emergency Service 

Respond to emergency situations related to the key duties of this position, both during and

after hours.

ORGANISATIONAL RELATIONSHIPS:

Reports to: Senior Coordinator Works

Supervises: Maintenance / Construction crews, subcontractors

Internal Liaisons: Workshop Supervisors and other City employees

External Liaisons: Clients, service authorities, contractors, general public.

ACCOUNTABILITY & EXTENT OF AUTHORITY: 

Provide direction, leadership and on the job training to supervised employees and associated

contractors in daily tasks. 

Accountable for the discipline of supervised employees. 

Verification of employee and plant time sheets, job cards and dockets for materials and

services. 

Make recommendations to supervisors on work procedures along with employee performance

and development.

JUDGEMENT & DECISION MAKING: 

Work is generally undertaken at the direction of the Coordinator. 

Exercise judgement in making decisions regarding work method, process or equipment to be

used in delivering programs under direct control consistent with program objectives. 

Guidance may be available within the time needed to make a choice. 

Extent of decision making will be confined to the work plan developed as part of the position. 

Make decisions on particular methods, processes or equipment to be used to enable required

outcomes to be achieved. 

Work may involve solving problems, using procedures and guidelines and the application of

professional or technical knowledge, or knowledge acquired through relevant experience.

SPECIALIST SKILLS & KNOWLEDGE: 

Ability to provide training in plant & equipment operation, use of hand tools and OH&S

requirements. 

Extensive knowledge of, and skilled in applying the techniques and practices applicable to

infrastructure maintenance activities, civil construction activities and associated works. 

Competently operated and provide training in a range of equipment including all or some of the

following - light to very heavy mechanical equipment and earthmoving equipment, backhoe,

front end loader, heavy truck, crane truck with safe working load greater than 10 meter-tonne,

rollers with or without vibration, asphalt truck, grader, fork lift, tractors and manually operated or

hand supported power equipment. 

Performance of trade and non trade tasks. 

Capable of working from a plan and setting out works. 

Pipe laying to line and grade from a plan. 

Demonstrated effective administrative skills and the operation of personal computers,

spreadsheets and other Microsoft applications. 

Sound knowledge and skills in the application and the safe and efficient use of relevant

technology, plant and equipment. 

Sound understanding of function of the position within the organisation including relevant

policies, regulations and precedents.

MANAGEMENT SKILLS: 

Require skills in managing time, setting priorities and planning and organising one’s own work

and that of supervised employees, so as to achieve specific and set objectives in the most

efficient way possible, within the resources available and within a set timetable.

Manage time effectively, set priorities and plan works to meet the requirements of the Road

Management Plan and maintenance objectives in the most efficient way and within the

constraints of the budget. 

Ability to supervise and train staff in Occupational Health and Safety requirements. 

Require an understanding of and ability to implement basic personnel policies and practices

including those related to equal employment opportunity, occupational health and safety and

employees training and development.

INTERPERSONAL SKILLS: 

Ability to demonstrate and display the City’s staff values and behaviours 

Ability to provide excellent customer service in adherence to the City’s Customer Service

Charter. 

Proven ability to gain cooperation and assistance from employees, contractors and the public. 

Recognise and resolve complex or technical problems. 

Lead and motivate supervised staff. 

Prepare reports relevant to their field and prepare routine external correspondence.

QUALIFICATIONS & EXPERIENCE: 

Current Victorian driver’s licence, HR endorsement is required, HC endorsement would be

desirable.

Previous supervisory experience in maintenance/construction field. 

Extensive experience, and skilled in applying the techniques and practices applicable to

infrastructure maintenance activities, civil construction activities and associated works usually

within a road reserve. 

Proven competency in operating some or all plant & equipment relevant to role. 

A current worksite traffic management and traffic controller’s certificate is required.

KEY SELECTION CRITERIA: 

Ability to demonstrate and display City of Greater Bendigo values. 

Ability to competently operate a range of plant & equipment and demonstrated skills and

knowledge in civil construction including some or all of the following - paving work, concreting,

drainage work, bulk excavation, crushed rock pavements, general construction and/or general

maintenance work. 

Working knowledge of occupational health and safety requirements and environmental

management techniques. 

Ability to operate as an effective team member with proven skills and experience in supervision

of staff. 

Ability to plan and execute works within a program and budget. 

Proven communication skills, both verbal and written and the ability to gain assistance from

staff, contractors and the public.
